UPSTART is an at-home preschool program sponsored by the state of Utah. Four- and five-year-olds not yet in kindergarten are provided with Waterford Institute’s award-winning software (and, if they qualify, a loaner computer and free Internet access). UPSTART provides an individualized and optimally sequenced full preschool curriculum with a particular focus on early reading instruction. There are currently 1,300 children enrolled in the program and over 900 on the waiting list to participate.
